杨国强为此提出四点建议。一是,建议国家通过立法,让年轻人满二十周岁才能出来工作。他说:“如果年轻人都能接受良好的教育,学会做人做事的道理,到了20周岁再出来工作,那我们国家的国民素质将是世界一流的。这就要大力发展职业教育,为广大年轻人提供学习一技之长的机会。在脱贫巩固期,国家为相对贫困的学生就读职业学校提供无息助学贷款,让他们能无压力地学习成才,找到稳定工作,等到有能力的时候再偿还,也能巩固脱贫成果。”

二是,营造全社会尊重技能型人才、重视职业教育的浓厚氛围。国家持续加强宣传引导,通过生动的案例讲好职教扶贫故事,逐步改变社会对职业教育的偏见,让大家认识到职业教育也是很好的出路。

三是,促进职业教育与产业发展相衔接,助力巩固脱贫攻坚成果。持续对欠发达地区职业教育予以资金、资源等方面的适度倾斜,根据欠发达地区的产业帮扶成果,针对性设置职业教育专业,整合周边优势力量打造一批有影响力的职业院校,成为欠发达地区人力资源开发基地。
